What Is a PCB Transformer and Why Is Disposal Regulated?

Polychlorinated biphenyls, or PCBs, were used for decades as a coolant and insulating fluid in electrical equipment because they resisted heat and didn’t burn easily. They’re also toxic, don’t break down in the environment, and accumulate in soil, water, and living tissue over time. The U.S. banned PCB production in 1979, but many transformers manufactured before then are still in service or sitting in storage today.

Federal regulation under 40 CFR 761 classifies electrical equipment by PCB concentration into three tiers: a Non-PCB Transformer contains less than 50 ppm PCBs, a PCB-Contaminated Transformer falls between 50 and 500 ppm, and a PCB Transformer contains 500 ppm or more. 

Which tier your equipment falls into determines every subsequent step, how it can be stored, transported, and destroyed, which is exactly why disposal has to start with knowing your classification rather than guessing at it.

 

How Do You Know If Your Transformer Contains PCBs?

You can’t disposal-plan your way around this step. The manufacture date is a starting clue: transformers built before July 2, 1979 must legally be presumed to contain PCBs at regulated levels unless testing proves otherwise, but a presumption isn’t a classification you can act on with confidence. The only way to know your actual concentration tier is laboratory testing, which is where the disposal process actually begins.
